Who may apply:
The foreign spouse, sons and/or daughters under 18, other dependent relative(s), and parents who are dependants of a provisional resident whose visa has a minimum effective term of 2 years, a permanent resident, or a national, may apply.

Sons or daughters between 18 and 25 may still be considered dependents and may apply to this permit if they are full time students and they are economically dependents on their resident or national parent. Moreover, any minor who is a legal dependant or a resident or a national may apply.
